Iraq’s Integrity Commission: Four-Year Prison Sentence for Real Estate Registration Officials in Tikrit

Iraq’s Federal Commission of Integrity announced that a criminal court had sentenced the deputy director of the real estate registration office in Tikrit and another employee at the same office to four years of rigorous imprisonment over violations involving the transfer of ownership of a property.

In a statement, the commission said the violations included processing the property transfer without the required identification documents for buyers and sellers, failing to obtain fingerprints from all sellers, and proceeding without the necessary security clearances and duly authorized powers of attorney. The transaction also failed to reflect existing property attachment orders at the Salah al-Din Real Estate Registration Directorate, in breach of the Real Estate Registration Law.

The commission added that the Salah al-Din Criminal Court issued its ruling after reviewing the evidence and determining the defendants’ responsibility. The sentence was based on Article 330 of the Iraqi Penal Code and the relevant provisions on criminal participation, concerning the deliberate failure to perform official duties. The ruling also preserves the right of affected parties to seek compensation through civil courts once the judgment becomes final.
