Iraqi Court Issues Arrest Warrant for Maysan Provincial Council Chief Over Civil Disobedience Threats
Iraq’s Karkh Third Investigative Court issued an arrest warrant on Sunday for Mustafa Daeir, head of the Maysan Provincial Council, over statements threatening civil disobedience and road closures in protest against the continued shutdown of the al-Shaib border crossing with Iran.
According to a court document dated October 25, 2026, the Prime Minister’s Office submitted a formal complaint requesting legal action against Daeir following his threats against the federal government and his ultimatum demanding that the crossing be reopened within three days.
The document stated that the court recorded testimony from Mustafa Mohammed Hamid, the Prime Minister’s legal representative. The contents of a compact disc submitted by him were also reviewed and transcribed, with the resulting report added to the investigation file.
The court ordered the arrest warrant under the second part of Article 224 of Iraq’s amended Penal Code No. 111 of 1969 and notified the Public Prosecution.
Prime Minister Ali al-Zaidi had previously ordered an investigation into Daeir’s statements, which included threats to declare civil disobedience, block roads and “separate the governorate from the body of Iraq” unless the al-Shaib crossing was reopened.
Daeir had given the federal government until the following Thursday to reopen the crossing, warning during a press conference held at the border that further escalation would follow if his demand was not met.
The developments coincided with protests in Maysan, where dozens of demonstrators blocked the Bazarkan road, a key route leading to oil companies, in opposition to the continued closure of the crossing. Security forces were deployed around the protest sites.
The Iraqi government decided on October 20 to close the al-Shaib border crossing with Iran until further notice. Iran’s Interior Ministry expressed dissatisfaction with the decision, stating that Tehran had not received prior notification from Baghdad.
